News that there are illegals being held at the Immigration Department depots for up to 11 years has sent shockwaves across sections of society. Why the extraordinarily long detention is a question that remains unanswered. For perspective, an 11-year jail term is usually for the most severe offences under the Penal Code, such as armed robbery or causing grievous hurt. Yet, these long-time detainees are among the 22,166 undocumented migrants being held at 20 immigration depots, including two temporary facilities, as of June 30.
