The International Criminal Court (ICC) has transmitted 46 applications covering 96 applicants assessed as qualifying victims, along with four other applications whose eligibility remains unclear, for consideration in the trial of former president Rodrigo Duterte. In separate documents dated Oct. 28, 2026, the ICC Registry transmitted the 46 applications classified under Group A and four applications classified under Group C to Trial Chamber III, which is hearing the case against Duterte. The Group A applicants were assessed as clearly qualifying as victims under the court’s procedures, while the Group C applicants are those whose eligibility could not be clearly determined by the Registry. The transmissions followed an oral instruction issued by the chamber during a status conference on May 27, 2026, and were made under the ICC’s A-B-C classification system for victim participation. Under the system, Group A covers applicants who clearly qualify as victims, Group B those who clearly do not qualify, and Group C those for whom the Registry could not make a clear determination. The Registry said the annexes accompanying the 46 Group A applications were classified as confidential and available only to the Registry. For the four Group C applications, the Registry said two contained forms completed in Tagalog, together with English translations. Because it lacked the capacity to apply word-for-word redactions to the Tagalog text, it redacted in full the portions completed in that language. The documents did not identify the applicants or provide details of the incidents underlying their applications. Read more at:
