The proposed federal freedom of information (FOI) law should be viewed as a nation-building reform, not just a transparency measure. The government must get the legislation right the first time because Malaysia’s experience with state-level FOI laws (Selangor and Penang) shows that partial reforms can create expectations without fully delivering meaningful access to information. A federal FOI law has the potential to institutionalize transparency across the public sector.
