The draft of a new Philippines constitution that was to be submitted to President Rodrigo Duterte on Monday would grant him sweeping new powers, including rule by decree, a member of the drafting committee said as quoted by South China Morning Post. Philippines’ Consultative Committee (ConCom) tasked to review the Constitution unanimously approved last week a draft of the proposed charter that allows for a shift to a federal form of government. Rappler reported that Duterte took a hands-off approach in the work of the Consultative Committee to draft the proposed federal constitution, quoting Con-Com member and former Senate president Aquilino “Nene” Pimentel Jr. In the proposed charter, an elected official cannot be succeeded in his post by a family member within the second degree of consanguinity or affinity.
