If President Duterte’s words and actions constitute policy, as they logically should, then topsy-turvy is the name of the game. Only in November, Mr. Duterte took on a strangely diffident stance in announcing that he had “no business” naming lawmakers engaged in corruption at the Department of Public Works and Highways (DPWH) because “they belong to a separate branch of government… coequal with the President [and also] the Supreme Court.”
