For the first time in 29 years, the 21 countries in the Asia Pacific Economic Cooperation (APEC) forum this week could not agree on a declaration to mark the 2018 meeting of leaders in Port Moresby, Papua New Guinea.  In this era of high-tech and high-speed communications, this year’s meeting will probably be described as a “low-batt” summit because of its perceptible lack of energy and harmony.
