“China-made blackouts” could paralyze the Philippines’ economy, vital communications system and even the electoral system, Sen. Ana Theresia “Risa” Hontiveros warned on Monday. The senator said China controls 40 percent of the National Grid Corp. of the Philippines (NGCP), thus it could undermine national security and “even topple the government.” She noted that the State Grid Corp. of China owns 40 percent of the NGCP, whose grid also connects Luzon and the Visayas. It also operates the Mindanao grid, which the NGCP plans to connect to Luzon and the Visayas.
