On 27 April 2026, two developments on opposite sides of the Atlantic highlighted how Chinese state-linked cyber operations are increasingly aimed not only at stealing secrets but at threatening critics far beyond the country’s borders. That day, the University of Toronto’s Citizen Lab and the International Consortium of Investigative Journalists (ICIJ) released a joint investigation specifying how two China‑aligned cyber groups posed as whistleblowers and journalists to target Uyghur, Tibetan, Hong Kong and Taiwanese activists as well as reporters and legislators.
