Arakan (Rakhine State)’s political landscape has changed profoundly, but perhaps its most difficult transformation is only beginning. As the United League of Arakan/Arakan Army (ULA/AA) expands its administration across much of Arakan, the central question is no longer simply who controls territory. It is what kind of society will emerge after years of war, displacement, communal division and mistrust.
