For the first time in five years, the Myanmar regime’s foreign minister sat alongside his Association of Southeast Asian Nations (ASEAN) counterparts in Bangkok this month. Tin Maung Swe signed no agreements and no breakthrough was announced, yet the meeting itself marked a significant turning point. Since the 2021 military coup, Myanmar’s generals have been largely excluded from ASEAN’s highest-level political meetings because of their refusal to implement the bloc’s Five-Point Consensus (5PC).
