The Penang state government is seeking to evict ineligible occupants of the People’s Public Housing Program (PPR) to free up the units for the more deserving. But the ground realities, as seen in cases like families grappling with chronic illness, unstable incomes and caregiving burdens, expose the bluntness of a one-size-fits-all enforcement approach. A strict eligibility cutoff — such as the RM1,500 household income threshold — may fail to capture the complexity of urban poverty, where even slightly higher incomes can still leave families in a financially precarious state.
