On 22 September 2022, Japanese Prime Minister Fumio Kishida delivered a speech at the New York Stock Exchange declaring that Japan will relax border control measures and resume visa-free and individual travel for foreigners from 11 October 2022. Kishida’s announcement was surprising for its boldness and timing, since Japan’s reopening had, until then, proceeded incrementally.
