Although it is increasingly apparent that the pledges being made at the COP26 climate change summit in Glasgow, Scotland this week are going to fall woefully short of expectations, there have been a number of promising developments on the sidelines of the conference. One of those is the ETM (energy transition mechanism) Southeast Asia Partnership, signed between the Asian Development Bank (ADB) and the governments of the Philippines and Indonesia. The agreement will help to greatly accelerate climate resiliency efforts here. In the process, however, it will force the Philippines to completely rethink its current energy policy.
