When the Philippine democracy movement was charting a political future for the country after the collapse of the Ferdinand Marcos dictatorship in 1986, Rodrigo Duterte was a deputy mayor in the southern city of Davao. But the sort of politician that Duterte would become years later was what reformers had in mind when they limited future presidents to a single six-year term in the 1987 ‘Freedom Constitution’.
