Rebels in Indonesia’s Papua province have demanded that the government hold negotiations on their territory’s self-determination and warned of more attacks following a raid on a construction site that left at least 16 dead, The Associated Press reports. The killing of the construction workers is one of the worst outbreaks of violence in years in Papua, home to a simmering separatist conflict since it was incorporated into Indonesia after a widely criticised UN-backed referendum in 1969, according to Al-Jazeera. Former commissioner of Indonesia’s Human Rights Commission, Natallius Pigai, opined the Joko `Jokowi` Widodo`s administration did not have thoughtful planning to carry out the Trans Papua project in the conflict-prone area.
