The Philippine justice ministry has filed charges of murder and kidnapping against a doctor linked to a foiled plot to mount gun and bomb attacks in the heart of New York city, over his role in the abduction of six sawmill workers in a southern province. Russell Salic and two others have been charged with involvement in the plan to carry out the attacks in the name of the Islamic State group (IS, formerly known as ISIS or the Islamic State in Syria and Iraq) during the Muslim holy month of Ramadan in 2016. The US government has requested that Russell Salic be extradited to face terrorism financing complaints, but Salic could not immediately be sent to the United States because he faces charges of murder and kidnapping, along with 53 other pro-Islamic State militants, in a regional court in southern Philippines.
