Human rights groups and indigenous activists have accused Philippine President Rodrigo Duterte of inciting the military to commit war crimes after he offered a $384 bounty for each communist rebel killed. In a speech to over 200 former communist soldiers in Malacañang last week, the Philippines president gave a directive which ordered soldiers to shoot female communist rebels in the vagina, according to a report by The Guardian. Human Rights Watch said in a statement that Duterte’s pronouncements normalize the idea that government security forces can do as they wish to defeat their enemies—including committing summary executions and sexual violence.
