The Philippine Congress approved a bill that removes a proposed 900 million pesos (US$17.87 million) for the police war on drugs, now that police are no longer leading the operation, but which provides them with body cameras to record arrests. President Rodrigo Duterte on Monday night ordered policemen not to commit any extrajudicial killing in their campaign against illegal drugs, terrorists, and communist insurgents. Duterte has defied international criticism of drug war killings under his administration.  In August he threatened to withdraw the Philippines from the United Nations in response to criticism from UN officials, including Zeid Ra’ad Al Hussein, the United Nations High Commissioner for Human Rights.
