I propose to address today the question of whether the lockdown or shutdown of the economy and curtailment of normal life is justified from the perspectives of public necessity, law and ethics. This is not an idle question. Opinions vary widely in this country and elsewhere. There is even debate today on whether democracy or authoritarianism can better handle the threat of a pandemic to society and the nation.
