Vietnam’s net-zero pledge signals ambition in climate action, but its pilot carbon market has been delayed as the government struggles to build the institutions and data systems the market needs. The merger of functions into the new Ministry of Agriculture and Environment is creating short-term friction, while uneven monitoring, reporting and verification risk weakening price signals and credit fungibility. External pressure is also rising as the European Union’s Carbon Border Adjustment Mechanism enters its fee-paying phase. A phased pilot, clear allocation rules and price-stability guardrails are needed to build credibility.
