The World Health Organization Framework Convention on Tobacco Control (WHO FCTC) is an international, legally-binding treaty ratified in 2003 that aims to address the social, economic and environmental impacts of tobacco use. Signatories, including China, commit to reducing both demand and supply of tobacco. Consequently, most bilateral development partners and institutions have refused to support tobacco-related development initiatives despite the fact that tobacco leaf is a primary agricultural export in several lower income countries.
