The rise of transnational scam networks in Southeast Asia is fuelled by civil conflict, corruption and rapid technological advancement. Weak governance and the complicity of local elites enables these criminal enterprises, while scammers exploit digital tools, AI and cryptocurrencies to expand their operations, undermining law enforcement responses. Multilateral initiatives aim to combat scams through intelligence sharing and joint operations, but corruption and inconsistent national responses hinder progress. Criminal networks remain highly adaptable, relocating operations to evade authorities. Sustained regional collaboration and strategic countermeasures are crucial to dismantling these scams and protecting victims.
