Last year, the Philippines took what should have been a profound positive step in curbing the chronic plague of smuggling in the country, particularly the smuggling of agricultural goods, when President Ferdinand Marcos Jr. issued Administrative Order (AO) 23. The key provisions of AO 23 were the creation of two programs called pre-border technical verification (PTV) and cross-border electronic invoicing (CEI), measures that are not only intended to streamline trade and customs procedures but are absolutely vital anti-smuggling tools. Shortly after the beginning of this year, the Department of Finance (DOF) issued Joint Administrative Order 001-2025 to serve as the implementing rules and regulations for the President’s AO 23.
