In the midst of news concerning some possible answers in the case of 34 missing sabungeros (cockfighting enthusiasts) who disappeared and were allegedly killed more than three years ago, lawmakers in the incoming 20th Congress have already filed or announced intentions to file a flurry of bills to restrict online gambling — of which online cockfighting, or “e-sabong” is a lucrative component — ranging from strict conditions on access to it up to banning it entirely. In addition, the Bangko Sentral ng Pilipinas (BSP) has just released a list of proposed new regulations on payment system providers and operators that are intended to protect consumers, promote responsible gambling and curb fraud, addiction and money laundering risks.
