The House of Representatives passed a bill on Wednesday allowing married women to keep their maiden surnames. House Bill 10459, which revises Article 370 of the New Civil Code of the Philippines (Republic Act 386), was ratified by a vote of 227-0.  Under RA 386, a married woman may (1) use her maiden first name and surname and add her husband’s surname; (2) use her maiden first name and her husband’s surname; or (3) her husband’s full name but prefixing a word indicating that she is his wife, such as “Mrs.” A component will be added to the policy that allows married women to keep their maiden names and not use their husband’s surname. The bill’s purpose is to “promote equality between men and women before the law” by protecting married women’s right to keep their maiden surnames after marriage. Rep. Arlene Brosas, one of the Bill’s authors, claimed that some women who have been victims of domestic abuse have had difficulties escaping the clutches of trauma because of the surname of their partners.
