Child marriage is now illegal in the Philippines after President Rodrigo Duterte signed Republic Act 11596 or “An Act Prohibiting the Practice of Child Marriage.”

The new law also forbids the cohabitation of an adult with a child. Under the law, solemnizing officers, parents, guardians or adults who fix, facilitate or organize child marriages face a fine of at least P40,000 and a minimum sentence of up to 12 years. The law provides a one-year transitory period during which the law’s penalty measures will be suspended specifically for Muslims and Indigenous peoples. House Deputy Speaker and Bagong Henerasyon Rep. Bernadette Herrera-Dy, who drafted and co-sponsored House Bill 09943, lauded the signing of the law. “This is a major victory in our campaign to end child marriage in the Philippines. This law will help protect children, especially young girls, and hopefully change the trajectory of their lives,” Herrera-Dy said.According to the Philippine Legislators’ Committee on Population and Development, one in every six Filipino females marries before the age of 18.
