The Myanmar junta and Russia have signed a mutual visa exemption agreement for citizens of both countries, according to junta-controlled newspapers published on 30 October. The agreement was reportedly signed on 28 October by junta Foreign Minister Than Swe and Russian Foreign Minister Sergei Lavrov during the Minsk International High-Level Conference on Eurasian Security in Belarus. While no detailed information on the visa exemption was disclosed, the junta stated that both sides also signed a 2025–2027 consultation plan between their foreign ministries. During the meeting, discussions were also held on the possibility of Russia’s election commission and the State Duma sending observers to monitor the junta’s planned election, according to the junta statement. Since the 2021 coup, the junta has maintained close ties with Russia, which has provided military hardware, including drones and helicopters, according to civil society organizations. The two sides have also agreed on mutual protection in international legal proceedings and cooperation to build a small modular nuclear power plant in Myanmar.
