China is upset with the Philippines, which recently agreed to expand America’s access to its military bases. Rather than denouncing that decision, China might find it more productive to reflect on why that happened. Because of their colonial past, Filipinos prefer not to have any foreign military presence in the country. Remember that the Senate voted in the early 1990s not to renew the United States lease of the Subic Bay Naval and Clark Air Force bases. Of course, the eruption of Mount Pinatubo provided the final act, but the Filipinos’ intent was clear. Public sentiment has changed little since then. In fact, some local political groups are already protesting the expansion of the Enhanced Defense Cooperation Agreement (EDCA).
