China has risen to become a “collaborator” in Southeast Asia, rather than a threat, helping spur the region’s economies, former president Gloria Arroyo said Tuesday. Arroyo, who was president for nearly a decade until June 2010, said ASEAN members initially saw China as a rival in the 1980s. Under President Rodrigo Duterte, the Philippines have abandoned its opposition to Chinese assertiveness in the South China Sea in favor of pursuing close and economic and political ties. At the ASEAN Summit on Sunday, the more charming side of the President’s personality was on display, both in his meetings with Mr. Trump and in his foreign policy goal of closer relations with China.
