Think about how former prime minister Samdech Hun Sen was using saving. When asked what he regretted most during his tenure, he said he regretted that COVID-19 had eaten up much of the $4 billion the government saved. Samdech Hun Sen dreamed of using these savings for infrastructure development, which is a form of investment, without depending on foreign financing. Instead, he had no choice but to use these savings to save people’s lives and livelihoods. Because this was an emergency crisis and no human right is as important as the right to life.
