The National Committee responsible for implementing the social land allocation program and providing land to the landless has been established, with the goal of helping landless individuals protect the forests near their new homes. A five-page Royal Decree, issued by King Norodom Sihamoni on November 6, 2024, announced the formation of the National Committee for the Implementation of the Forest Protection and Land Grant Program for Sustainable Development. The purpose of the program is to provide land under social land concessions to poor, landless people, allowing them to build houses and create family farms that will support community development projects and help protect nearby forests. According to the Royal Decree, the National Committee is tasked with determining and formulating policies, as well as selecting the land to be included in the forest protection and land allocation program for joint sustainable development. The committee also has the authority to cancel decisions or amend land use plans, divide land, and confiscate land from individuals who fail to meet the conditions for land possession or use. Prime Minister Hun Manet said that the mechanism for granting social land concessions to landless individuals is expected to be implemented early next year, with a working group currently studying the locations and procedures to help build villages and communes on the newly allocated land to improve people’s livelihoods and promote the development of the country, particularly in the northeastern region bordering Laos and Vietnam, such as in Stung Treng, Kratie, Ratanakiri, and Mondulkiri.
