Brunei’s traditional development model has delivered stability and high living standards, but it is no longer sufficient in a more uncertain global environment. Slowing hydrocarbon revenues and structural constraints underscore the need for reform. A strategy anchored in diversification, human capital and fiscal discipline will be critical to achieving Wawasan 2035.
