The junta prefers to remain in denial about the mounting testimony regarding its abuses. Thailand has appeared on a United Nations list of 38 “shameful” countries – along with China, Russia and Myanmar – for carrying out “reprisals or intimidation” against rights advocates. The means cited range from murder and torture to arbitrary arrest, surveillance and campaigns to “criminalize” or publicly stigmatize the targeted individuals.
